Vom 23. Dezember 1981\nDer Bundestag hat das folgende Gesetz beschlossen: 2. § 3 Abs. 2 erhält folgende Fassung:\n.,(2) Der Bundesminister für Verkehr kann im Ein-\nArtikel 1 vernehmen mit dem Bundesminister des Innern und\n(1) Dem in London am 4. März 1974 von der Bundes- dem Bundesminister der Finanzen durch Rechtsver-\nrepublik Deutschland unterzeichneten Internationalen ordnung Aufgaben, die dem Bund nach diesem Ge-\nÜbereinkommen vom 2. November 1973 zur Verhütung setz obliegen, zur Ausübung auf den Bundesgrenz-\nder Meeresverschmutzung durch Schiffe und dem in schutz und die Zollverwaltung übertragen, soweit sie\nLondon am 16. November 1978 von der Bundesrepublik nicht nach Maßgabe einer Vereinbarung mit den Kü-\nDeutschland unterzeichneten Protokoll vom 17. Februar stenländern über die Ausübung der schiffahrtpolizei-\n1978 zu diesem Übereinkommen wird zugestimmt. Februar 1978 zu dem Internatio-\n.,§ 8\nnalen Übereinkommen von 1974 zum Schutz des\nmenschlichen Lebens auf See (BGBI. 1980 II S. 525) (1) Zur Durchführung der Aufgaben nach§ 1 Nr. 1\nwird zugestimmt. bis 6 und § 2 können die damit betrauten Personen\nseegängige Wasserfahrzeuge und deren Betriebs-\nArtikel 2 und Geschäftsräume sowie die zur Herstellung von\nAnlagen, Instrumenten und Geräten für den Schiffs-\nDer Bundesminister für Verkehr wird ermächtigt, betrieb dienenden Betriebs- und Geschäftsräume\n1 . durch Rechtsverordnung Änderungen der Protokolle betreten und Prüfungen vornehmen. Außerhalb der\n1und II und der Anlagen I bis V des Übereinkommens eetriebs- und Geschäftszeiten und hinsichtlich der\ngemäß dessen Artikel 16 und Änderungen der Anlage Räume, die zugleich Wohnzwecken di~nen, dürfen\ndes Protokolls gemäß dessen Artikel VI, die sich im diese Befugnisse nur zur Verhütung dringender Ge-\nRahmen der Ziele des Übereinkommens beziehungs- fahren für die öffentliche Sicherheit und Ordnung\nweise des Protokolls halten, in Kraft zu setzen, ausgeübt werden; insoweit wird das Grundrecht der\nUnverletzlichkeit der Wohnung (Artikel 13 des\n2. durch Rechtsverordnung das Zuwiderhandeln gegen\nGrundgesetzes) eingeschränkt.\nVorschriften des Übereinkommens und des Proto-\nkolls, auch in der durch Rechtsverordnung nach (2) Der Eigentümer und der Führer eines seegän-\nNummer 1 jeweils in Kraft gesetzten Fassung, als gigen Wasserfahrzeugs und der sonst für die Sicher-\nOrdnungswidrigkeit mit Geldbuße, deren Höchstmaß heit Verantwortliche sowie der Hersteller der Anla·-\nhunderttausend Deutsche Mark beträgt, zu bedro- gen, Instrumente und Geräte für den Schiffsbetrieb\nhen, soweit hierzu auf Grund des Übereinkommens sind verpflichtet, den mit der Überwachung betrauten\neine Verpflichtung besteht, und Personen die Maßnahmen nach Absatz 1 zu gestat-\n3. den Wortlaut des Übereinkommens in der Fassung ten, die bei der Überprüfung benötigten Arbeitskräfte\ndes Protokolls im Bundesgesetzblatt bekanntzuma- und Hilfsmittel bereitzustellen sowie die Auskünfte\nchen. zu erteilen und die Unterlagen vorzulegen, die zur Er-\nfüllung der genannten Aufgaben erforderlich sind.\"\nArtikel 3\n4.
